Het Vanadium REACH Consortium is een vrijwillige industriële initiatief dat fabrikanten en importeurs van vanadium en vanadiumverbindingen helpt bij REACH- en CLP-naleving.

### Data Sharing Mechanisme
REACH hanteert "one substance, one registration" (OSOR). Fabrikanten/importeurs van dezelfde stof moeten gezamenlijk registreren.

Twee opties voor Phoenix Metals:
1. **Full member** worden van het Vanadium Consortium → recht om te refereren aan joint registration + deelname aan besluitvorming
2. **Letter of Access (LoA) kopen** → recht om te refereren aan joint registration voor specifieke stofregistratie. Kosten verschillen per tonnage band.

### Relevante Implicaties voor Phoenix Metals
- Natriummetavanaat (in de SARU ash) is REEDS geregistreerd door het consortium
- Vanadium oxide sulphate (lijkt op het eindproduct) is OOK geregistreerd
- Als Phoenix Metals een downstream user is, hoeft het NIET te registreren (de registratie is al gedaan)
- Als Phoenix Metals een fabrikant/importeur is (>1 ton/jaar), moet het zich aansluiten bij het consortium of een LoA kopen
- De vraag of Phoenix Metals >1 ton/jaar produceert is cruciaal (demo: ≤60 kg ash)
