Definities Onderwerp Omschrijving Gevaarlijke stoffen Gevaarlijke stoffen zijn stoffen die, door hun intrinsieke eigenschappen of de omstandigheden waaronder ze voorkomen, gevaar, schade of ernstige hinder voor mens, dier of milieu kunnen veroorzaken. Gevaarlijke stoffen1 worden geclassificeerd naar hun intrinsieke eigenschappen of naar de omstandigheden waaronder ze voorkomen in gevarenklassen, die per wetgeving verschillen. Kwikverdacht materiaal Materiaal is kwikverdacht indien er in het verleden is aangetoond dat er kwik gevonden is of kwikdamp gemeten is. Het materiaal wordt als met kwik verontreinigd beschouwd als de massaconcentratie van kwik in/ op het materiaal meer dan 3% bedraagt (Eural, Europese wetgeving). Deze definitie omvat groot materieel zoals pijpleidingen, vaten en pompen, kleinere installatieonderdelen en equipment, maar ook afvalstoffen. INLEIDING Tijdens de productie van aardgas en/of aardolie kan met het gas/olie mogelijk ook kwik of kwikdamp uit het reservoir worden geproduceerd. De hoeveelheid geproduceerd kwik is onvoorspelbaar en hangt af van de samenstelling van het reservoir. Daarom kunnen delen van de procesinstallatie en pijpleidingen inwendig besmet raken met kwik. Indien kwik wordt geconstateerd zijn veilige werk methodes noodzakelijk vanwege de toxische eigenschappen van kwik. Kwik is gevaarlijk voor de gezondheid en het milieu). De wettelijke grenswaarde van kwik is 0,02 mg/m3 gemeten over een periode van 8 uur (TGG 8h). De toxiciteit van kwik vereist een goede bescherming van de medewerkers, een zorgvuldige persoonlijke hygiëne en de juiste werkmethodes. Deze procedure biedt een praktische benadering voor veilig werken en milieuverantwoord omgaan met kwik besmette installaties, apparaten en/of materieel. Het kan heel goed mogelijk zijn dat er jarenlang geen kwik in de installatie is aangetroffen, totdat het plotseling in vrij grote hoeveelheden wordt aangetroffen. Bijvoorbeeld tijdens het piggen van een pijpleiding kunnen grote hoeveelheden kwik uit de betreffende leiding in de receiver of delen van een installatie terecht komen. 2. DOEL Het doel van deze richtlijn is om achtergrondinformatie te geven en een handvat te bieden bij het werken met kwikverdacht materiaal. Deze procedure geeft de benodigde instructies en informatie, teneinde werkzaamheden, waarbij contact met kwikverdacht materiaal niet is uitgesloten, zodanig kunnen worden uitgevoerd dat: • • • • Aanwezigheid van kwik wordt geïdentificeerd; Blootstelling aan kwikdampen wordt geminimaliseerd; Ongemerkte verspreiding van (kwik) besmet materiaal wordt voorkomen; Vrijkomen van kwik in de omgeving wordt vermeden. De procedure geeft ook de benodigde informatie over de risico’s en de te nemen maatregelen. Als hulpmiddel is een stappenplan opgenomen voor de behandeling van kwikverdacht materiaal. Het doel is om de blootstelling aan kwik tot een aanvaardbaar niveau terug te brengen. Hiertoe zijn organisatorische maatregelen en werkprocedures opgesteld. Deze procedure geldt voor alle productielocaties van Wintershall Noordzee B.V. 3. TOEPASSINGSGEBIED Deze procedure is van toepassing op alle werkzaamheden waarbij blootstelling aan kwik of kwikdampen mogelijk is waardoor aanvullende maatregelen noodzakelijk zijn. Denk hierbij aan werkzaamheden zoals: • Het reinigen en/of openen van pijpleidingen of installatieonderdelen (die in aanraking zijn geweest met de geproduceerde vloeistof- of gasstroom), • Het plegen van onderhoud aan installaties, • Het uitvoeren van incidentele werkzaamheden aan installaties waarin kwik aanwezig kan zijn. WETTELIJK KADER Het Arbeidsomstandighedenbesluit (hoofdstuk 4) stelt bepalingen over het voorkomen en beheersen van risico’s die voortvloeien uit het werken met gevaarlijke stoffen zoals Kwik. De International Maritime Dangerous Goods (IMDG) Code legt bepalingen op voor het vervoer over zee van kwik en met kwik verontreinigde materialen. FYSISCHE EIGENSCHAPPEN VAN KWIK Kwik kan in drie vormen voorkomen, namelijk als element (metallisch kwik), als anorganische verbinding of als organische verbinding: • • • Metallisch kwik, Hg0, is bij kamertemperatuur een zilverkleurige vloeistof. Vanwege de hoge oppervlaktespanning heeft deze vorm van kwik de neiging om als kleine bolletjes bij elkaar te blijven. Bij morsen ontstaan daardoor zeer fijne druppeltjes die zich overal verspreiden en gemakkelijk aan kleding en huid hechten. Bij kamertemperatuur verdampt kwik langzaam waardoor er gedurende lange tijd verhoogde concentraties kunnen optreden. De mate van verdamping neemt exponentieel toe bij verhoging van de omgevingstemperatuur. Doordat kwikdamp zwaarder is dan lucht, zullen de concentraties kwik op grondniveau (of laag gelegen punten) hoger zijn dan op leefniveau (1 m hoogte). Kwikdamp is toxisch, kleur- en geurloos. Kwik is onoplosbaar in water, echter lost het wel eenvoudig op in zuren. Metallisch kwik kan worden geoxideerd tot Hg+ of Hg++. Dit kan met verschillende anionen anorganische kwikzouten vormen, zoals Hg2Cl2 en HgCl2. Het eerste werd in het verleden gebruikt voor medische toepassingen, het tweede wordt gebruikt in batterijen. Organisch kwik, vooral methylkwik [CH3-Hg]+, wordt voornamelijk in water en bodem door bacteriën gevormd uit kwik dat afkomstig is uit de atmosfeer. Deze vorm van kwik kan zich, vooral via vis, ophopen in de voedselketen. Omdat deze procedure zich tot metallisch kwik beperkt, wordt in de rest van deze procedure met kwik altijd de metallische vorm (Hg0) bedoeld (en eventueel kwikdamp). Kwik heeft een hoog soortelijk gewicht (13,6 kg/ liter). Hierdoor is kwik erg moeilijk weg te spoelen met bijvoorbeeld water. Het doorspoelen van de installaties leidt vaak niet tot verwijdering van het kwik. Het (metallisch)kwik zal vooral aanwezig zijn in lage delen (op de bodem van vaten, in flenzen op de pakking, in de afsluiters, in filters, etc.). Door de lage dampspanning van kwik wordt deze vaak aangetroffen in apparatuur waarin de temperatuur wordt verlaagd of de druk wordt verhoogd (pijpleidingen, condensors, compressoren etc.). Bij kamertemperatuur bedraagt de maximale concentratie in de lucht 14 mg/m3. De wettelijke grenswaarde is 0,02 mg/m3. Bij volledig verzadigde kwikdamp zal dit 700 keer de grenswaarde zijn. Dit zal echter zeer langzaam gebeuren (over een periode van meerdere dagen). De verdamping van kwik kan gemakkelijk worden tegengegaan door het kwik te bedekken met een vloeistof of poeder. Door bijvoorbeeld lekbakken met daarin een dun laagje water te gebruiken, kan de verdamping van kwik worden vermeden. Bovengenoemde eigenschap levert ook een probleem op bij het bepalen of een vat veilig kan worden betreden. Het meten van kwik in de lucht geeft geen volledig antwoord op de vraag of een vat kwik bevat. Documentnummer Revisie Revisiedatum Pagina HSE-08-P100.00 4 09-10-2024 9 of 20 Docusign Envelope ID: D9670F87-DDD7-4993-8632-F6FD6AB531E6 VEILIG OMGAAN MET KWIK Metallisch kwik kan in zeer kleine druppeltjes verschijnen, bijvoorbeeld als kwik op de grond valt. Deze microscopisch kleine druppeltjes kunnen zich gemakkelijk hechten aan kleding of schoenen. Hierdoor kunnen deze druppels naar een schone ruimte worden gebracht, waar ze zullen verdampen en blootstelling veroorzaken. Daarom is het essentieel om het kwik op te vangen in een lekbak met daarin een dun laagje water. Dit voorkomt dat er kwik op de grond (uiteen) spat. Hygiënische maatregelen zijn ook belangrijk ter voorkoming van besmetting. Kwik is herkenbaar als een zilverkleurige metaalachtige vloeistof in de vorm van druppels. In bijvoorbeeld vaten is het kwik gemakkelijk waarneembaar door er met een zaklamp op te schijnen. De hoeveelheid kwik die vrijkomt bij gas- of oliewinning is sterk afhankelijk van de bodemlaag waaruit het gewonnen wordt en is daardoor zeer onvoorspelbaar! GEZONDHEIDSEFFECTEN EN VEILIGHEIDSRISICO’S De blootstelling aan en opname van kwik in het lichaam vindt voornamelijk plaats door het inademen van kwikdampen, die verantwoordelijk zijn voor 80% van de blootstelling. Kwik wordt slecht door het spijsverteringsstelsel en de huid in het lichaam opgenomen. Opname via wonden is echter wel mogelijk. Ook de opname via de ogen is minimaal. Het inademen van kwikdamp kan de gezondheid aantasten. Er kunnen verschillende klachten optreden, zoals een metalen smaak in de mond, geïrriteerde luchtwegen, misselijkheid, koorts, vermoeidheid, trillende oogleden, lippen en vingers tot aan hoofdpijn, psychische problemen en uiteindelijk schade aan het centrale zenuwstelsel (Bij chronische blootstelling stapelt het ingeademde kwik zich op in de hersenen en nieren en kan zo het centrale zenuwstelsel aantasten). Gezondheidseffecten zijn over het algemeen tijdelijk, maar bij zeer hoge blootstelling - in de orde van enkele mg/m3’s kan de gezondheidsschade ook blijvend zijn. Ernstige intoxicatie met kwik is zeldzaam en ontstaat meestal indien de kwik verhit wordt in een afgesloten ruimte. Matige intoxicatie ontstaat meestal door langer durende blootstelling aan kwikdamp. Om blootstelling aan gevaarlijke stoffen te beheersen wordt in Nederland gebruik gemaakt van grenswaarden. De huidige wettelijke grenswaarde voor kwikdamp in de lucht, gemeten over een periode van 8 uur, betreft 0,02 mg/m3 (0,0024 ppm). Omdat kwikdampen vooral op de langere termijn schadelijk zijn is voor kwik geen grenswaarde vastgesteld voor kortdurende blootstelling. Werkzaamheden waarbij blootstelling aan kwik of kwikdampen mogelijk is, kunnen enkel worden uitgevoerd indien deze grenswaarde gehandhaafd kan worden! Ook al zijn de werkzaamheden kortdurend. Bovengenoemde fysische eigenschappen en gezondheidsrisico’s vereisen een praktische en veilige benadering voor werken aan installaties met de (mogelijke) aanwezigheid van kwik. Kwik in de procesinstallatie Op de locaties van Wintershall bestaat de mogelijkheid dat kwik in de procesinstallatie voorkomt. Kwik of kwikdamp kan mee geproduceerd worden uit het reservoir. Daardoor kan kwik in het systeem en de procesinstallatie voorkomen. Kwikverdachte locaties/bronnen (kunnen) zijn: - Procesleidingen Procesvaten en –tanks (bijv glycol reboilers) Koelers en condensors Drainsystemen Pijpleidingen en piglaunchers en/ of -receivers Onderdelen die met gas en/of procesvloeistof in aanraking komen (zoals PSV, exchangers, filters en filtersystemen, flamearrestors, tijdelijke apparatuur voor bv Piggen) Apparatuur dat kwikdamp kan genereren zoals lasapparatuur Locaties waar kwik zich af kan zetten en of op kan hopen zoals (relatief) koude/stilstaande delen (ongeïsoleerde flenzen), in poriën van materiaal of in het slib in bijvoorbeeld skimmertanks Kwik of kwikdamp kan daarom worden waargenomen tijdens o.a. de volgende werkzaamheden: - Openen van vaten en/of leidingen, pigreceivers/ -launchers en/ of pijpleidingen Reinigen van schepen Breken van flenzen Snijden van leidingwerk Lassen en repareren van leidingwerk Reparaties aan kleppen Reinigen & vervangen van filters Werkzaamheden aan meet- en regelapparatuur Aftappen van vaten en/of leidingwerk Apparatuur dat is gebruikt voor bv schoonmaakwerkzaamheden (e.g. Piggen) Monstername Aftapniveaumeters; In principe bij alles wat in aanraking komt (of kan zijn geweest) met geproduceerd gas/olie, condensaat of productiewater Een vat of installatie is kwikverdacht indien er in het verleden is aangetoond dat er kwik gevonden is of kwikdamp gemeten is. Label daarom leidingwerk of procesonderdelen indien bekend is dat kwik ophoping plaatsvindt. Dit voor eventueel toekomstige werkzaamheden. Kwik dringt diep door in poriën van bv een corrosielaag op staal. Daarom is het mogelijk om enkele uren na het schoonmaken van bijvoorbeeld een vat alsnog kwik in een vat aan te treffen. Het vrijgeven van een installatieonderdeel (bijvoorbeeld een vat) moet dan ook als ‘tijdelijk’ worden gezien. Na enkele uren kan het kwikniveau weer gestegen zijn. Wees tevens alert op de aanwezigheid van kwikdruppeltjes en of kwikbolletjes bij het openen van apparatuur. Voorbereiding werkzaamheden Aangezien kwik kan voorkomen in elke installatie moet men bij diverse werkzaamheden aan de installatie hier altijd rekening mee houden en goed voorbereid zijn op eventuele besmetting. Bij de voorbereiding van de werkzaamheden dient men dus voor bovenstaande situaties gepaste voorzorgsmaatregelen te nemen in het kader van onder andere het vrijkomen van kwik, het logistiek proces en de afvoer en opslag van kwikbesmet materiaal. Zie voor meer informatie de flowchart in bijlage 2. In bijlage 3 is een opsomming opgenomen die ter voorbereiding gebruikt kan worden in het kader van ‘Veilig werken met kwik’. 8. KWIKDAMPCONCENTRATIE METEN 8.1. Meetapparatuur De volgende apparatuur is beschikbaar voor het meten van kwikdampconcentraties op de locatie: Tabel 1: Apparatuur Apparatuur Werkinstructie Bijzonderheden Jerome J405 -Niet Ex, LET OP; ATEX wetgeving. Bij gebruik van de Jerome J405 dient voorafgaand aan de meting een nulmeting uitgevoerd te worden door gebruik te maken van het zero filter. De nulmeting dient meerdere malen achterelkaar uitgevoerd te worden. Als de meter 0.00 aangeeft is de meter klaar voor gebruik. Sluit altijd de meetsonde aan voordat de meting uitgevoerd gaat worden. De Jerome J405 is niet EX proof. Kwikdampconcentratie meten Bij werkzaamheden aan een (potentieel) kwikverdachte locatie/installatie dient, voorafgaand aan de werkzaamheden, het werkgebied afgezet te worden (± 4 meter rondom het installatieonderdeel) en het kwikverdachte apparaat/systeem of de locatie voldoende productvrij (bv drainen en spoelen) en geventileerd te worden. Indien de locatie gereed is voor toetreding dient eerst een luchtmeting uitgevoerd te worden. Deze luchtmetingen dienen uitgevoerd te worden voor twee redenen: A) Om te bepalen of kwikdamp aanwezig is in/ nabij een pijpleiding, vat of ander installatieonderdeel; B) Om te bepalen of kwikdamp aanwezig is (blootstelling) in de ademhalingszone. Deze metingen worden dichtbij de opening van het installatiedeel uitgevoerd. Als er kwikdruppeltjes zichtbaar zijn, is daarvoor geen meting meer nodig in/ nabij het installatiedeel. Ad B) Indien het een geopende installatie op de werkplek betreft (bijv een open vat of procesleiding) OF als er voorafgaand aan toetreding van het werkgebied kwikdampconcentraties zijn gemeten (of kwikdruppels zijn waargenomen), dienen tijdens de werkzaamheden regelmatig luchtmetingen te worden uitgevoerd om de (potentiële) blootstelling te beoordelen en de juiste adembescherming te kiezen. Deze metingen worden uitgevoerd in de ademzone of het activiteitengebied, conform de meetfrequentie zoals omschreven in onderstaande tabel. De meetresultaten dienen geregistreerd te worden op een registratieformulier en maken onderdeel uit van de werkvergunning. In geval van twijfel, altijd aanvullende metingen verrichten. VEILIGE WERKWIJZE Op basis van de beoogde activiteit wordt bepaald welke meetstrategie en de daarbij behorende aanvullende maatregelen noodzakelijk zijn voor een veilige werkwijze. In de ’Veilig werken met kwik’ flowchart in bijlage 1 is vastgelegd welke aanvullende maatregelen noodzakelijk zijn bij werkzaamheden aan een (potentieel) kwikverdachte locatie/installatie. Deze maatregelen volgen de “Occupational Health Strategy”, ofwel de arbeidshygiënische (AH) strategie. Deze strategie kent de onderstaande niveaus van beheersing (op volgorde van voorkeur): 1. 2. 3. 4. Bronmaatregelen – De oorzaak van het probleem wegnemen. Voorbeeld: vervangen van de bron of voorkomen van blootstelling bij de bron Collectieve maatregelen – Als bronmaatregelen geen mogelijkheden bieden, dienen collectieve maatregelen genomen te worden om de risico’s te verminderen. Voorbeeld: het plaatsen van afscherming of een afzuiginstallatie Individuele maatregelen – Als collectieve maatregelen niet kunnen of onvoldoende doeltreffend zijn, mogen individuele maatregelen genomen worden. Voorbeeld: het werk zo organiseren dat werknemers minder risico lopen (taakroulatie) Persoonlijke beschermingsmiddelen – Als de bovenste drie maatregelen onvoldoende effect hebben, mag gebruik gemaakt worden van persoonlijke beschermingsmiddelen. 10. KWIKVERDACHT MATERIAAL Materiaal is kwikverdacht indien er in het verleden is aangetoond dat er kwik gevonden is of kwikdamp gemeten is. Het materiaal wordt als met kwik verontreinigd beschouwd als de massaconcentratie van kwik in/ op het materiaal meer dan 3% bedraagt (Eural, Europese wetgeving). 10.1. Kwikverdacht materiaal Enkele uitgangspunten zijn: - Wanneer er geen kwikdamp op/ in materialen wordt gemeten, mogen deze als kwikvrij worden beschouwd1. - Van afvalstoffen zoals sludges onderin vloeistoftanks of AC filters dient altijd een sample te worden genomen voor analyse op kwik (en LSA). - Wanneer kwikdamp op/ in materialen wordt gemeten, dient de massaconcentratie te worden bepaald. Monsters dienen naar een laboratorium te worden gestuurd dat het kwikgehalte kan analyseren (bijvoorbeeld SGS; of via NRG). Deze monsters dienen verpakt te worden in plastic monsterflessen en worden verstuurd in sample boxen. Bij het voor reparatie opsturen van equipment afkomstig uit een installatie of van onderdelen waarop (in het verleden) kwik is aangetroffen en waaraan een kwikdampmeting is verricht maar men geen kwikdamp heeft kunnen gemeten en het niet mogelijk is om inwendig de gehele apparatuur te meten, dient de apparatuur te 1 LET OP: Kwik dringt diep door in poriën van bv een corrosielaag op staal. Daarom is het mogelijk om enkele uren na het schoonmaken van bijvoorbeeld een vat alsnog kwik in een vat aan te treffen. Het vrijgeven van een installatieonderdeel (bijvoorbeeld een vat) moet dan ook als ‘tijdelijk’ worden gezien. Na enkele uren kan het kwikniveau weer gestegen zijn. Gebruik hiervoor een LSA, Mercury & Benzene -Statement Card) (verkrijgbaar bij de HMI). Wanneer kwikdruppeltjes zichtbaar zijn op/ in materialen hoeft er geen monster te worden genomen. Het materiaal dient als kwik verontreinigd te worden beschouwd. Zie flowchart ‘Kwikverdacht materiaal’ voor de werkwijze m.b.t. opslag en afvoer van ‘Kwikverdacht materiaal’, bijlage 2. LET OP! Voor afvoer van kwik besmette materialen gelden strikte regels. Afvoer van kwik besmette materiaal mag uitsluitend in een speciaal daarvoor goedgekeurde, geschikte verpakkingseenheden en/ of opslagunit. Deze zijn mogelijk niet op afroep (bij Logistiek) beschikbaar en dienen dus vroegtijdig, dus reeds vóór aanvang van een project, georganiseerd te worden. Daarom is het van belang dat de projectleider voor aanvang van een project e.e.a. met betrokkenen afstemt en bij Logistiek navraagt hoe men kwik besmette materialen t.z.t. zou kunnen gaan afvoeren. Om effectief tewerk te gaan kan het belangrijk zijn om bij aanvang van een project de potentieel benodigde afvoerverpakkingen reeds te bestellen en beschikbaar te hebben op locatie of op afroep. In uitzonderlijke gevallen (bv. bij kwik besmette materialen van grote omvang) kan het zelfs noodzakelijk zijn dat Logistiek ontheffing moet aanvragen bij IL&T om afvoertransport mogelijk te maken (indien bijv niet aan verpakkingsvoorschriften kan worden voldaan of als opslagunits niet beschikbaar zijn). E.e.a. resulteert dan mogelijk in significante stagnatie van afvoer, noodzakelijke (tijdelijke) opslag op locatie en wellicht een veel langere doorlooptijd van het project. Ook wordt geadviseerd om voor uitvoering van een project navraag te doen bij betrokkenen dan wel leverancier(s) van equipment en materialen of de te gebruiken equipment en materialen kwikbestendig zijn (bijv geen aluminium gebruiken). D.w.z. geschikt zijn voor het betreffende project en bij een mogelijke besmetting met kwik, chemisch gereinigd kunnen worden zonder dat deze daarbij beschadigd raakt of verloren gaat (mogelijk gebruiken reinigingcontractors tijdens hun reinigingsproces bepaalde gevaarlijke stoffen waartegen het kwik besmette equipment of materiaal niet bestendig is). Zie voor meer details bijlage 3: Aandachtspunten ter voorbereiding project/werkzaamheden met mogelijk kwikverdachte materialen. 10.2. Opruimen van morsingen Morsingen dienen opgeruimd te worden door middel van kwik specifieke spillkits en/ of een kwik stofzuiger conform de bedieningsvoorschriften. Na de werkzaamheden dienen de met kwik besmette waterdichte laarzen, vloeistofdichte handschoenen en/of gereedschappen met water en zeep te worden gereinigd. Overige middelen dienen conform de flowchart in bijlage 2 te worden afgevoerd. Bewaar het kwik verontreinigde materialen zo kort mogelijk. Het skip zelf is vooraf voorzien van robuust en voldoende dik vijverfolie die uiteindelijk wordt dichtgebonden en afgetaped, waarna het skip defintief wordt afgesloten voor transport. • Verpak al het (af te voeren) en kwikbesmet materiaal lekdicht, door: - Openingen van besmet equipment primair af te dichten met blindcaps of flenzen i.p.v. alleen met duc-tape en folie - Slangen/ pijpen/ connectors/ WECO koppelingen te voorzien van caps of aan elkaar te koppelen (=vloeistofdicht) • Nodig, indien er grote hoeveelheden kwikbesmet materialen verwacht worden, een cleaner en/of afvalverwerker uit tijdens de voorbereiding. INTRODUCTION During the production of natural gas and/or petroleum, mercury or mercury vapour could also potentially be produced from the reservoir at the same time. The amount of mercury produced is unpredictable and depends on the composition of the reservoir. As a result, the process plant and pipelines may become internally contaminated with mercury. If mercury is detected, it is paramount to implement safe working methods due to the toxic properties of mercury. Mercury is hazardous to health and the environment. The legal limit of mercury is 0.02 mg/m3 measured over an 8-hour period (TLV - TWA 8h). The toxicity of mercury requires adequate protection of the employees, careful personal hygiene and the appropriate working methods. This procedure provides a practical approach to safe working and environmentally responsible handling of mercurycontaminated installations, machines and/or equipment. It is quite possible that no mercury is found in the plant for many years, until it is suddenly found in quite large quantities. When pigging a pipeline, for instance, large quantities of mercury may be released from this pipeline into the receiver or parts of an installation. 2. PURPOSE The purpose of this guideline is to provide background information and guidance when working with material suspected of being contaminated with mercury. This procedure provides the necessary instructions and information to ensure that work in which contact with material suspected of mercury contamination is not excluded can be performed in such a way that: • • • • The presence of mercury is identified; Exposure to mercury vapours is minimised; Undetected spread of (mercury) contaminated material is prevented; The release of mercury into the environment is prevented. The procedure also provides the necessary information on risks and measures to be taken. A roadmap for handling material suspected of being contaminated with mercury is included as an aid. The aim is to reduce mercury exposure to acceptable levels. Organisational measures and working procedures have been drawn up to achieve this. This procedure applies to all production sites of Wintershall Noordzee B.V. 3. SCOPE This procedure applies to all work involving a risk of exposure to mercury or mercury vapours that require additional measures. This includes activities such as: • The cleaning and/or opening of pipelines or installation components (that have been in contact with the produced liquid or gas stream), • The performance of maintenance on installations, • The performance of incidental work on installations in which mercury may be present. PHYSICAL PROPERTIES OF MERCURY There are three forms of mercury: an element (metallic mercury), an inorganic compound or an organic compound: • • • Metallic mercury, Hg0, is a silver-coloured liquid at room temperature. Because of its high surface tension, this form of mercury tends to stick together as small spheres. When spilled, it creates very fine droplets that spread everywhere and that can easily stick to clothes and skin. At room temperature, mercury evaporates slowly, allowing elevated concentrations to occur for long periods of time. The rate of evaporation increases exponentially as the ambient temperature increases. Because mercury vapour is heavier than air, concentrations of mercury at ground level (or low points) will be higher than at ground level (1 m height). Mercury vapour is toxic, colourless and odourless. Mercury is insoluble in water; however, it does dissolve easily in acids. Metallic mercury can be oxidised to Hg+ or Hg++. This can form inorganic mercury salts with various anions, such as Hg2Cl2 and HgCl2. The former was used in the past for medical purposes, the latter is used in batteries. Organic mercury, especially methylmercury [CH3-Hg]+, is formed mainly in water and soil by bacteria from mercury that comes from the atmosphere. This form of mercury can accumulate in the food chain, in particular through fish. Since this procedure is limited to metallic mercury, in the rest of this procedure, the term mercury always refers to the metallic form (Hg0) (and possibly mercury vapour). Mercury has a high specific gravity (13.6 kg/litre). This makes mercury very difficult to wash away with, for instance, water. Flushing installations does not usually result in the removal of the mercury. The (metallic) mercury will mainly be present in low parts (at the bottom of vessels, in flanges on gaskets, in valves, in filters, etc). Due to the low vapour pressure of mercury, it is often found in equipment in which the temperature is lowered or the pressure is increased (pipelines, condensers, compressors, etc). At room temperature, the maximum concentration in the air is 14 mg/m3. The legal limit is 0.02 mg/m3. For fully saturated mercury vapour, this will be 700 times the limit value. However, this is a very slow process (a period of several days). Evaporation of mercury can be easily counteracted by covering the mercury with a liquid or powder. The evaporation of mercury can be avoided by placing drip trays, or something similar, with a thin layer of water. The aforementioned property also poses a problem in determining whether a vessel can be entered safely. Measuring mercury in the air does not give a complete answer as to whether a vessel contains mercury. These microscopic droplets can easily adhere to clothes or shoes. This way these droplets can end up in a clean room, where they evaporate and pose an exposure risk. Therefore, it is essential to collect the mercury in a drip tray containing a thin layer of water. This prevents the mercury from disintegrating when hitting the ground. Hygiene measures are also essential to prevent infection. Mercury is recognisable as a silver-coloured metallic liquid in the form of droplets. In vessels, for example, mercury can easily be detected by shining a light on it. The amount of mercury released during the extraction of gas or oil is highly dependent on the soil layer from which it is extracted, which makes it very unpredictable. HEALTH EFFECTS AND SAFETY RISKS Exposure to and uptake of mercury in the body occurs mainly through inhalation of mercury vapours, which account for 80% of exposure. Mercury is poorly absorbed into the body through the digestive system and skin. It can, however, be absorbed through wounds. Absorption through the eyes is also minimal. Inhaling mercury vapour can affect health. A variety of symptoms can occur, including a metal taste in the mouth, irritated airways, nausea, fever, fatigue, twitching eyelids, lips and fingers as well as headaches, psychological problems and ultimately central nervous system damage (in the case of chronic exposure, inhaled mercury accumulates in the brain and kidneys and can thus affect the central nervous system). Health effects are generally temporary, but at very high exposures – on the order of several mg/m3 – health damage can also be permanent. Severe mercury poisoning is rare and usually occurs when mercury is heated in a confined space. Moderate mercury poisoning is usually the result of longer-term exposure to mercury vapour. To control exposure to hazardous substances, limit values are used in the Netherlands. The current legal limit of mercury vapour in the air, measured over an 8-hour period, is 0.02 mg/m3 (0.0024 ppm). Since mercury vapours are mainly harmful in the longer term, no limit has been established for short-term exposure. Work involving the risk of exposure to mercury or mercury vapours may only be performed if this limit can be adhered to! Regardless of whether it concerns long or short-term work. Due to the aforementioned physical properties and health risks, working on installations in which mercury is (potentially) present requires a practical and safe approach. Mercury in the process plant At the Wintershall locations, there is a risk of mercury being present in the process plant. There is a chance of mercury or mercury vapours also being produced from the reservoir. This may result in the presence of mercury in the process plant. Possible locations/sources where mercury may be present are: - Process lines Process vessels and tanks (e.g. glycol reboilers) Coolers and condensers Drain systems Pipelines and pig launchers and/or receivers Components that come into contact with gas and/or process fluid (such as PSVs, exchangers, filters and filter systems, flame arrestors, temporary equipment for pigging, and the like) Equipment that can generate mercury vapour, such as welding equipment Locations where mercury can deposit and or accumulate such as (relatively) cold/stagnant components (uninsulated flanges), in pores of material or in sludge in, for example, skimmer tanks Mercury or mercury vapour may therefore be observed during the following and other activities: - Opening of vessels and/or pipes, pig receivers/launchers and/or pipelines Cleaning of ships Breaking of flanges Cutting of piping Welding and repairing of piping Valve repairs Cleaning and replacing filters Work on measurement and control equipment Draining of vessels and/or piping Equipment used for e.g. cleaning operations (e.g. Pigging) Sampling Drain gauges; In principle, at anything that comes into contact (or may have come into contact) with produced gas/oil, condensate or production water A vessel or installation is suspected of being contaminated with mercury if mercury has been found or mercury vapour has been measured in the past. Therefore, piping or process components for which it is known that mercury accumulates there should be labelled as such. This will serve any future work to be performed. Mercury penetrates deep into pores of, for example, a corrosion layer on steel. As a result, it is possible, for example, to find mercury in a vessel even hours after it was cleaned. The release of an installation component (such as a vessel) should therefore be considered ‘temporary’. After a few hours, the mercury level may once again have risen. Also be alert to the presence of mercury droplets and/or mercury spheres when opening equipment. Preparation of works Since mercury may be present in any installation, this should always be taken into account when performing different activities on the installation and all those working on the installation should be well prepared. During the preparation of the work, appropriate precautions should therefore be taken for the above situations in the context of mercury release, the logistics process and disposal and storage of mercury-contaminated material, among others. For more information, see the flow chart in Appendix 2. Appendix 3 contains a list that can be used in preparation for ‘Working safely with mercury’. 8. MEASURING MERCURY VAPOUR CONCENTRATION 8.1. Measuring mercury vapour concentration When working on a (potentially) mercury-contaminated site/installation, the work area should be cordoned off (± 4 metres around the installation component) and the equipment/system or site suspected of being contaminated with mercury must be sufficiently product-free (e.g. draining and flushing) and ventilated prior to commencement of the work. If the site is ready for entry, an air measurement should be conducted first. These air measurements should be conducted for two reasons: A) To determine whether mercury vapour is present in/near a pipeline, vessel or other installation component; B) To determine if mercury vapour is present (exposure) in the breathing zone. These measurements should be conducted close to the opening of the installation component. If mercury droplets are visible, measurement in/near the installation component will not be required. Re B) If it involves an opened installation at the workplace (e.g. an open vessel or process line) OR if mercury vapour concentrations have been measured (or mercury droplets have been observed) prior to entry into the work area, regular air measurements should be conducted during the work to assess (potential) exposure and choose the appropriate respiratory protection. These measurements are conducted in the breathing zone or activity area, according to the measurement frequency as defined in the table below. SAFE WORKING METHOD The measurement strategy and associated additional measures necessary for safe operations are determined based on the intended activity. The ‘Working safely with mercury’ flow chart in Appendix 1 defines which additional measures are required when working on a (potentially) mercury-contaminated site/installation. These measure follow the ‘Occupational Health Strategy’, in other words, the occupational hygiene (OH) strategy. This strategy recognises the following levels of control (in order of preference): 1. 2. 3. 4. Measures at the source – remove the cause of the problem. Example: substitute the source or prevent exposure at the source Collective measures – If measures at the source are not an option, collective measures should be taken to reduce risks. Example: installing safeguards or an extraction system Individual measures – If collective measures are not possible or are insufficiently effective, individual measures may be taken. Example: organising the work in such a manner that the risk for employees is reduced (task rotation) Personal Protective Equipment – If the three measures specified above have insufficient effect, personal protective equipment may be used. 10. MATERIAL SUSPECTED OF MERCURY CONTAMINATION Material is suspected of being contaminated with mercury if mercury has been found or mercury vapour has been measured in the past. The material is considered contaminated with mercury if the mass concentration of mercury in/on the material exceeds 3% (Eural, European legislation). 10.1. Material suspected of mercury contamination Some guiding principles are: - When no mercury vapour is measured on/in materials, they may be considered mercury-free1. - Waste materials such as sludges at the bottom of liquid tanks or AC filters should always be sampled for analysis for mercury (and LSA). - If mercury vapour is measured on/in materials, the mass concentration must be determined. Samples should be sent to a laboratory capable of analysing the mercury levels (such as SGS; or via NRG). These samples must be packaged in plastic sample bottles and shipped in sample boxes. When equipment or components of an installation on which mercury has been detected (in the past) and on which current mercury vapour measurements do not show the presence thereof are shipped for repair, and the entirety of the equipment or components cannot be measured internally, the equipment or components should be transported as ‘possibly contaminated with mercury’. Use an LSA, Mercury & Benzene Statement Card for this purpose (available from the HMI). If mercury droplets are visible on/in materials, no samples need to be taken. CAUTION! There are strict rules for the disposal of materials contaminated with mercury. Material contaminated with mercury may only be disposed of in specially approved, suitable packaging and/or storage containers. These may not be readily available (at Logistics) and should therefore be organised early, i.e. before the start of a project. It is therefore important that the project leader discusses these matters with those involved before the start of a project and asks Logistics how materials contaminated with mercury can be disposed of when the time comes. To ensure effective operations, it may be prudent to order the packaging potentially needed for disposal at the start of a project and have it available on site or on demand. In exceptional cases (e.g. in case of large materials contaminated with mercury), it may even be necessary for Logistics to apply for an exemption from IL&T to allow disposal transport (if, for example, packaging requirements cannot be met or storage containers are not available). All this potentially results in significant stagnation in the disposal, the necessary (temporary) storage on site and possibly a much longer project lead time. It is also advisable to ask those involved or the suppliers of equipment and materials whether the equipment and materials to be used are mercury-resistant before the start of a project. In other words, whether they are suitable for the project in question and, in case of a potential contamination with mercury, if they can be chemically cleaned without being damaged or lost in the process (cleaning contractors may use certain hazardous substances during their cleaning process to which the contaminated equipment or material is not resistant). 10.2. Cleaning up spills Spills should be cleaned up using mercury-specific spill kits and/or a mercury vacuum in accordance with the operating instructions. After the cleaning work, the waterproof boots, liquid-proof gloves and/or tools contaminated with mercury must be cleaned with soap and water. Any other means used must be disposed of in accordance with the flow chart in Appendix 2. Store materials contaminated with mercury for the shortest possible period. So do not use screw cap drums but e.g. Offshore/ IBC tanks (ADR) (Ensure correct information regarding this equipment) • Make sure you have a valid work permit • Cordon off the work area • Ensure the appropriate measuring equipment is available • Remember to take hygiene measures • Ensure the appropriate PPE is available (see flow charts) • Arrange the removal of material suspected of containing mercury in accordance with the flowchart in appendix 2. Consult with Logistics before and during the project to determine whether the agreements made are (still) adequate. Also, with regard to the UN classification and labelling for the actual (removal) transport. • After packing the mercury-contaminated material in a leak-proof manner, deposit it in a liquid-tight cutting skip fitted with lids (e.g. 7m3, (LxWxH: 3.28 m x 1.85 m x 1.70 m, ''boot shaped''). The skip itself is pre-fitted with robust and sufficiently thick pond liner that is eventually tied and taped shut, after which the skip is definitively sealed for transport. • Pack all (disposal) and mercury-contaminated material leak-proof by: - Primarily sealing openings of contaminated equipment with blind caps or flanges instead of just with duct tape and foil - Providing hoses/pipes/connectors/WECO couplings with caps or connecting them to each other (=liquid-tight) • If large quantities of mercury contaminated materials are expected, invite a cleaner and/or waste processor during preparation of the project.
